Pyroturge Encratis is an Imperial and the leader of the True-Sworn, a group of mercenaries that was sent to burn down the library in Black Drake Villa for unknown reasons. He can be seen multiple times during the Back Drake Villa group dungeon running away from you and Eveli Sharp-Arrow, and can be finally fought when you reach the Walled Arboretum.
