This model is used for Zombies in Mortal Kombat 9.
Zombies are dead humans reanimated with sorcery. They are only playable in Challenge 188 of the Challenge Tower mode and Challenges 24 and 51 of the Bonus Challenge Tower mode on the PlayStation Vita version of the game.
Damage does not affect the appearance of this model.

It's unknown when it will be released to players (if at all) but it might happen sometime after Update 45 is out in Q1 2025.
