Keshu the Black Fin is an Argonian war hero, the commander of the Black Fin Legion and governor of Gideon. In the past, she traveled the world as a mercenary and helped establish the Ebonheart Pact but has since given up her commission, settled in Gideon and now seeks to build an advanced Argonian society that is open to anyone who wants to live in peace.
